Dr. Porras is a frequent lecturer at national and international seminars on matters related to Asset Recovery, Brokerage Regulations, Financial Entities Regulations, Project Finance, PPP’s, Public Trusts and Antitrust Law and Administrative and Procedural Law. Among other positions, is Former President of Legal Matters’ Commission of the Uruguayan Bar Association. Is author of several articles regarding telecommunications, administrative and antitrust law.
